The General Assembly recognizes the need to clarify the law relating to lotteries, allowing businesses in Arkansas to print lottery tickets for use in states where lotteries are lawful. Violation of this section can result in a fine of up to $10,000 for a first offense and a Class D felony for a second or subsequent offense.
