Can I disclose personal information for a business purpose without complying with CCPA in Connecticut? What are the requirements?
Based on the context documents, Connecticut has its own laws regarding the disclosure of personal information. However, it is important to note that the California Consumer Privacy Act (CCPA) applies to businesses that collect personal information of California residents, regardless of where the business is located. Therefore, if a business collects personal information of California residents, it must comply with CCPA regardless of whether it is located in Connecticut or any other state.
Regarding the disclosure of personal information for a business purpose in Connecticut, Section 14 of CTGS 10 provides the requirements for the disclosure of personal information contained in a motor vehicle record pertaining to an individual to any other individual, organization, or entity. The commissioner may disclose such personal information or permit the inspection of such record containing such information only if such disclosure is authorized under subsection (f) of this section. Subsection (f) provides a list of individuals, organizations, or entities to whom personal information may be disclosed, including any federal, state, or local government agency in carrying out its functions or to any individual or entity acting on behalf of any such agency, or any individual, organization, or entity that signs and files with the commissioner a statement on a form approved by the commissioner, together with such supporting documentation or information as the commissioner may require, that such information will be used for any of the purposes specified in the subsection.
Therefore, in Connecticut, personal information may be disclosed for a business purpose if it is authorized under subsection (f) of Section 14 of CTGS 10 and the individual, organization, or entity requesting the information signs and files a statement with the commissioner stating that the information will be used for any of the purposes specified in the subsection.
It is important to note that this only applies to personal information contained in a motor vehicle record and not to personal information in general. If a business collects personal information of Connecticut residents, it must comply with Connecticut’s laws regarding the collection, use, and disclosure of personal information.
