Entries and declarations shall be made in writing and signed by the owner of the horse, or his authorized agent or some person deputized by him, and each Permittee shall provide blank forms on which entries and declarations are to be made. - A horse may be entered without being tattooed, but must be tattooed to be eligible to start [2.2].
- The holder of a claim, whether it is a mortgage, bill of sale or lien of any kind against a horse shall be required to file the claim with the Racing Secretary previous to the time the horse is entered. If the holder fails to file the claim he shall forfeit his rights to the winnings of the horse [2.2].
