To collect race information from participants in Massachusetts, you must comply with the regulations set forth by the Massachusetts Gaming Commission. According to 205 CMR 3.14, certain individuals involved in horse racing in Massachusetts are required to obtain a license from the Commission and pay an annual fee. These individuals include Drivers, Trainers, Owners, Authorized Agents, Stable Employees, Veterinarians, Blacksmiths, Vendors, and Racing Officials.
